Indian students not driving enrolment growth in UK universities


Every year, a number of Indian students who wish to study abroad choose the US and the UK. But the political changes in the last one year in the two countries has left Indians thinking how it will impact their chances of pursuing higher education in these countries.
Recent data from the Higher Education Statistics Agency UK shows a decline in number of Indian students to the UK. India saw the largest percentage decrease, at 44% between 2011/12 and 2015/16. In numbers, this meant that in 2015/16, the number of student enrolments domiciled from India was 13,150 less than in 2011/12.
It is worth noting however, that the decline in student enrolments domiciled from India began in 2010/11.
Though the Open Doors report on international students in the US says that the growth in international science technology engineering and mathematics (STEM) students is likely connected to the 25% increase in students from India, experts say Trump’s win might leave students skeptical.
Rahul Choudaha, co-founder of DrEducation, a US-based research and consulting firm specialising in international student mobility trends and enrolment strategies, says the biggest challenge for British universities is that its top two source countries – China and India – are not driving the enrolment growth. These two countries account for over one-third of the total international student enrolment in the ­country.

Madhya Pradesh among top three states for girls 'out-of-school'


Despite offering freebies like books, bicycle and uniforms along with scholarships among others to enhance enrollment, Madhya Pradesh is among the top three states in the country where the percentage of out-of-school girls is the highest, according to an education status report for 2016.
As per the Annual Status of Education Report (ASER) 2016, in some states, the proportion of girls (age group 11-14) ‘out-of-school’ remains greater than 8 percent. These states are Uttar Pradesh (9.9 per cent) and Rajasthan (9.7 per cent). Madhya Pradesh joined them at 8.5 per cent.
This report was released recently in New Delhi by Pratham Education Foundation.
“The proportion of ‘out-of-school’ girls (not dropouts but who never went to school) in Madhya Pradesh was at 6.2 per cent during 2014. This has now increased to 8.5 per cent,” Foundation’s MP Chief Sajjan Singh Shekhawat told PTI.
There are about 1.22 lakh schools including 83962 of primary level, 30449 middle, 3849 higher secondary and 4764 of high schools in Madhya Pradesh.

Indian universities will need top ratings for foreign collaborations


Universities seeking twinning programmes with foreign academic institutes now need top accreditation grades and approvals from regulatory agencies.
The University Grants Commission (UGC) recently issued regulations on the collaborations, although the All-India Council for Technical Education (AICTE) had in place provisions for such tie-ups. Through these collaborations universities aim to increase synergy between Indian and foreign academic institutions, improve their curriculum, delivery of knowledge and educational content. Students also get additional choices.
The UGC (Promotion and Maintenance of Standards of Academic Collaboration between Indian and Foreign Educational Institutions) Regulations 2016, say that Indian universities and colleges with the highest grade of accreditation and those conforming to other eligibility conditions laid down in the regulations can apply online to the UGC to start twinning arrangements with foreign educational institutions (FEIs).
AICTE regulations for technical twinning programme require an Indian university department or institution to have a valid National Board of Accreditation (NBA) accreditation for one year beyond April 10, 2017 for the course in which it seeks twinning. No foreign universities and institutions can carry out any educational activity in India to award programmes (diploma, postgraduate diploma, degree, postgraduate degree, postgraduate diploma, doctoral) without specific approval from AICTE.

UAE plans medical research centre


Shortage of human resources in the medical field and lack of research is a source of concern in the country and globally, as well, said the UAE's Minister of Health and Prevention, Abdul Rahman bin Mohammed Al Owais. He said this not only includes physicians, but all technical staff in the medical field.
While speaking at a session titled Future of Healthcare, a Minister's Point of View at the Dubai Health Forum on Monday, the minister said the issue had been raised at the Sir Baniyas ministers' retreat a few years ago.
His Highness Shaikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai also attended the forum.
We spoke about two sectors in this retreat - education and health - and lack of research was a major topic of discussion, said Al Owais. However, he added that from 2007 to 2016, research and studies had gone up four times. "This is a qualitative leap."

World Book Fair 2017


The World Book Fair, the largest event of its kind in the country, will be held between January 7-15 at Pragati Maidan in New Delhi.
The 44th edition of the book fair will be inaugurated by Minister of State for Human Resource Development (Higher Education) Mahendra Nath Pandey, organiser National Book Trust said in a statement on January 4.
The nine-day event will promote the rich Indian heritage through music and dance performances and is expected to host 1,500 participants from across India, including over 50 foreign exhibitors.
More than 2,500 stalls will showcase books and reading material in Hindi, English and other Indian languages for all age groups, on a wide range of subjects and genre.
The highlight of the fair will be on January 10 when publishers from India, Germany and France will talk about markets, trends and collaborations in a session and will showcase their book market scenario at the event.

Maharashtra plans to train weak students under Rapid Education


In an attempt to help academically weak students and put an end to the practice of schools failing such students in Class IX in order to achieve a cent per cent pass result in the Class X board exams, the state government will introduce its ‘Rapid Education’ initiative.
The move has been initiated following a state government report that said over 1.5 lakh students failed in Class IX in April 2016.
The state school education department has sought a list of Class IX students who failed in the exams in April and October 2016 and also of those who secured less than 45 per cent in the midterm exam. The class teachers are expected to prepare the list before implementing the Rapid Education initiative. For students who secured less than 45 per cent, the education department suggested, the method of Experience, Reflection, Application and Consolidation (ERAC) would be adopted.
“In these two methods, the teachers are expected to divide activities over a period of two months in which 15 days can be dedicated to identifying the weakness of each student and application of teaching methods to overcome these weakness. Another 30 days can then be utilised for self-study and the remaining 15 days for problem-solving, among others,” said Nand Kumar, Principal Secretary, School Education and Sports.

Budget Allocation for education sector likely to rise by 12%


Budget allocation for the education sector is expected to rise by 10-12% this year, doubling the quantum of increase from the previous year.
A major part of the increased allocation will be for improving education outcome in schools, in keeping with the emphasis on education, especially in schools, from the prime minister’s office, two government officials said requesting anonymity.
In the last meeting with economists and experts at Niti Aayog, the prime minister listened carefully to issues related to education and reiterated his demand for excellence, said the first of the two officials. In budget 2016, the government had pegged a little over Rs72,300 crore for education, a 5% increase year-on-year.
With importance coming from the top, you may see a 10-12% hike over previous year’s budget, the official added.
While the Sarva Shiksha Abhiyan and the midday school meal scheme will continue to get sizable allocations, the Union budget is likely to emphasize the quality of outcome in schools, the official said. Poor quality of education, especially in government schools, has been a concern for India. Several surveys over the years have indicated that poor learning levels have affected the country’s long-term competitiveness.

Rise in number of students in Delhi schools



According to the report released by the Delhi Statistical Handbook, on Thursday, the number of students enrolled in senior secondary schools across Delhi increased to 44.31 lakh from 44.13 lakh in the academic session 2015-16 when compared to the data of 2014-15.
As per the report, 2016, the total number of schools in Delhi was 5,796 in 2015-16, while the total number of schools in 2013-14 and 2014-15 were 5,453 and 5,798 respectively.
Around 44.31 lakh children were enrolled at different levels during 2015-16 in these schools as compared to 44.13 lakh during 2014-15.

Online learning grows 50% in India


Online learning grew by 50 per cent in India this year, and technology and English were the most sought-after skills, says a report.
According to Coursera, a provider of online courses from top universities, out of the 10 most popular courses, technology constituted 70 per cent, followed English for career advancement.
Coursera has 1.8 million learners from India, out of 23 million registered learners globally, making the country the second-largest base of online learners after the US.
Compared with 2015, Coursera has seen a 50 per cent jump in registered users, especially among technology learners, it said in a release.

MP govt introduces new exam norms for classes 5 and 8


From now, the students of classes 5 and 8 at state-run schools would have to take the examinations at their respective institutions. The Madhya Pradesh school education department has issued new guidelines according to which there will be no external examination centres for such students.
The guidelines, in the form of a circular, has been sent to all district education officers (DEOs), district project coordinators (DPCs) and school principals.
Yes, new guidelines have been issued for primary and middle school examinations. Letters have been sent to all the concerned authorities, Akshay Singh Rathore, DPC Indore told.

Rajasthan to host Education Festival


While Rajasthan is known for its music and literature festival, the state will now host a first-of-its-kind ‘Festival of Education’, ‘ in Jaipur next year which will see convergence of academicians and faculty from across the globe.
The two-day event, to be held in April, will provide students and teachers a unique opportunity to interact and share ideas with their global peers, and improve teaching and learning experience.
The event, dubbed as an ‘entertaining and informative extravaganza’ by the state government, will be organised in partnership with Dubai-based education organisation ‘Gems Education’ with whom it had signed a Memorandum of Understanding (MoU) in September this year to fill the infrastructure gap and promote education.
Rajasthan Chief Minister Vasundhara Raje, while unveiling the logo and the theme of the event here, said, “In Rajasthan, more and more students are getting enrolled in government schools than private schools as the government has taken a lot of initiatives in its three years tenure.”

Bihar launches multiple programmes to boost higher education


Bihar Chief Minister Nitish Kumar, announced that in order to give a boost to higher education, his government has launched a number of programmes so that 40 percent of youth in the state can pursue higher studies.
At present, only about 13 per cent of the youth are able to study further after clearing class 12. The main reason behind this is due to financial constraints and also due to dearth of institutions.
Poverty in Bihar and dearth of institutions are the major reasons behind the low percentage of the youth pursuing higher education and hence he has come up with a string of programmes under its ‘Seven Resolves’ to lift the number of youths in higher studies to 35-40 per cent.
He said that the “government will provide interest-free loans of Rs. 4 lakh through student credit card so that they can pursue higher studies. He added that youths in the age group 20-25 years would be given an allowance of Rs. 1000 for two years to search for jobs.

Private schools in England propose 10,000 free places


Independent schools could help fund 10,000 new places for children from lower-income families, following government calls for them to do more to justify their charitable status.
The proposal forms part of the Independent Schools Council’s (ISC) response to the government’s consultation, ‘Schools that work for everyone’, which also outlines plans to expand academic selection in the state system.
The ISC plan would see the government contribute the cost of a state school place to educate children in existing independent schools, with the fee paying schools funding the rest of the cost.
The new places would be free for parents. It echoes the assisted places scheme, brought in by the Conservatives in 1980 to provide places in independent schools for bright working class children, but abolished by Labour in 1997.
The ISC said the places would be available across age groups and schools, and there would be a range of assessment criteria.
The organisation also proposed that groups of independent schools co-sponsor new state-funded schools. It said this would be in partnership with a state school or multi-academy trust lead, and could focus on one or more of the six DfE-identified opportunity areas, which have been labelled ‘cold spots’ for social mobility.
